1. Terms1.1.
Administration — authorized representatives of TECHNOPARK managing the Space.
1.2.
Printing service bonus — an amount credited to the Resident’s balance to pay for printing.
1.3.
Agreement/Tariff — the terms for receiving services, including leasing areas.
1.4.
Coworker — a Resident receiving a workstation in the open space.
1.5.
Open space — a shared-use area for work.
1.6.
Conference room — a room for meetings/trainings (4–20 people format).
1.7.
Event zones — “GO”, “Flutter Amphitheater”, “Meta Hall”, “Foyer”, and other TECHNOPARK event zones.
1.8.
Resident — an individual/legal entity receiving services under an Agreement/Tariff.
1.9.
Visitor/Guest — a person admitted by invitation of a Resident/Coworker/Organizer.
1.10.
Organizer — a Resident renting event zones.
1.11.
System — an electronic system for access/payment/service accounting (including bookings).
1.12.
Personal account — the Resident’s account in the System.
1.13.
Pass card (Card) — an access card through turnstiles; Guests receive a
GUEST card for
2 hours free of charge.
1.14.
Lockers — storage cabinets (paid), a key is issued.
1.15.
Cleaning — the cleaning service provider organization.
1.16.
Space — TECHNOPARK areas on
2 floors including common-use and rentable zones.
1.17.
Phone booths — rooms on floors 1–2 for calls/meetings.
(Other terms are interpreted according to these Rules and contractual documents.)
2. Description of Space Zones2.1. Main zones: serviced offices, open space, common area, conference rooms,
Flutter Amphitheater (up to 150),
Meta Hall (up to 450), terrace, café, kitchens, sleep capsules, showers, gaming zone, library, lounge zone, phone booths.
2.2. Conference rooms:
4–20 people (other venues — according to event-zone tariffs and regulations).
3. General Provisions3.1. These Rules are mandatory throughout the Space.
3.2. The Administration may introduce additional rules for specific zones.
3.3. The common area, conference rooms, open space, and serviced offices operate
24/7 for Residents (other режимs may be set by the Administration).
3.4. Access is granted after registration at reception and issuance of a Card; an ID document with a personal number is required. For serviced-office employees — confirmation from the Tenant to

3.5. It is prohibited to transfer/duplicate/damage/lose Cards. Upon termination of services the Card must be returned. Upon dismissal/transfer of an employee, the Card must be returned within 1 day. The Tenant is responsible for employees’ actions.
3.6. The Administration may restrict access/change zone operating modes when necessary.
3.7. Premises may be used only for their intended purpose.
3.8. TECHNOPARK provides operational/utility services but is not liable for interruptions due to reasons beyond its control.
3.9. No special conditions are provided unless expressly agreed in the Agreement.
3.10. Moving furniture/equipment without approval is prohibited; works are performed upon request by TECHNOPARK specialists.
3.11. Food is allowed only in designated zones (kitchen/catering).
3.12. Import/export of small equipment is via reception.
3.13. Import/export of large equipment/materials is from
20:00–08:00 by agreement, from the
east side of the building; the procedure is determined individually.
4. Resident and Guest Registration System4.1. All Residents and Guests must be registered in the System.
4.2. Resident representatives (employees, etc.) act on behalf of the Resident: they may book/pay/receive services; all services are deemed received by and payable by the Resident.
4.3. The Personal account displays the status of used/purchased services.
4.4. Payment is by bank card and other methods provided by TECHNOPARK.
4.5. A Tariff/Agreement may include bonuses (printing/room rental); bonuses are valid within the agreement term, are non-transferable and non-refundable.
4.6. In case of early termination, unused paid funds (excluding bonuses) may be refunded upon a written request in accordance with refund rules.
5. Service Provision5.1. Services include: open-space workstations, serviced offices, event zones, conference rooms, filming locations, locker storage, printing, and other additional services.
5.2. Services are provided after payment unless otherwise stipulated by the Agreement.
5.3. The full list/price/description of services is available at
www.techpark.kg and in the System.
5.4. Services are prepaid unless otherwise stipulated by the Agreement.
5.5. TECHNOPARK is not liable for losses caused by technical failures of Wi-Fi/printing.
5.6. Lockers may store items within the rented locker size; it is prohibited to store hazardous/flammable substances, food/perishables, wet items, etc.
6. Resident Guests’ Access (Including Children)6.1. Residents may invite Guests to the Space.
6.2. A Guest must present an ID and register to obtain a GUEST Card.
6.3. For open-space Residents: up to
2 Guests in common areas for
2 hours; beyond that —
KGS 1200 per person (or zone rental according to the number of Guests).
6.4. For serviced-office Residents: up to
4 Guests in common areas for
2 hours; beyond that —
KGS 1200 per person (or zone rental).
6.5. TECHNOPARK may refuse access if the number of Guests exceeds the capacity of the booked room/zone.
6.6. The Resident is responsible for Guests; unauthorized presence is payable at a double rate —
KGS 2000 per person.
6.7. The Administration may refuse access to persons showing signs of illness.
6.8. Children are allowed only accompanied by parents/legal guardians who bear full responsibility. Children are prohibited from running/making noise/disturbing work or using equipment independently. If children interfere or violate rules, the Administration may require leaving the Space without compensation; any damage is reimbursed in full.
7. Pass Card Use Regulations7.1. Turnstiles are intended for passage by
one card for one person. Opening the turnstile via the control button is allowed only for reception staff per instruction.
7.2. Each Resident is recorded in the database (ID, full name, phone, email).
7.3. Passage: wait until the previous person completes passage, approach the terminal, authenticate, wait for the green signal, pass through.
7.4. All access-related questions must be addressed to the Administration.
7.5. In an emergency (fire alarm), the access control system is unlocked for evacuation.
7.6. Prohibited: crawling under/jumping over the turnstile, climbing fences, passing two or more persons at once, using force to open, letting colleagues/visitors/third parties in with your card. In case of malfunction — contact the Administration.
8. Administration Rights (TECHNOPARK)8.1. Use the Resident’s trademarks/logos/name in informational materials free of charge.
8.2. By agreement with the Resident, set rules and instructions for using the Space that are binding.
8.3. Conduct video surveillance in the Space (except serviced offices) and apply additional security measures.
8.4. In case of emergency threat — suspend operation of the building/parts thereof.
8.5. Refuse access to/remove persons violating the Rules.
8.6. Refuse access to persons showing signs of illness.
9. Resident Obligations9.1. Do not interfere in other Residents’ affairs; do not create conflicts.
9.2. Do not undermine the reputation of TECHNOPARK or other Residents.
9.3. Do not damage property/premises; maintain order and safety.
9.4. Observe etiquette and politeness; do not shout; do not use profanity; do not be intoxicated.
9.5. Comply with sanitary and fire-safety rules and equipment operation rules.
9.6. Immediately report accidents/breakdowns and assist in устранение.
9.7. Notify the Administration of changes (re-registration, management change, details change, etc.) within 5 business days.
9.8. Do not create adverse impacts (odor/noise/vibration, etc.).
9.9. Hand found lost items to reception.
9.10. Upon termination of the Agreement, return all Cards.
9.11. Strong odors (perfume/food/substances) that cause discomfort to others are prohibited.
9.12. Respect other Residents’ working time and personal boundaries; avoid intrusive communication and interference with work.
10. Space Prohibitions10.1. Prohibited: smoking of any kind (including electronic devices) and use of nasvay, except in designated areas; violation entails fines and measures up to termination of the Agreement.
10.2. Prohibited: consumption of alcohol and being under the influence of alcohol.
10.3. Prohibited: throwing away cigarette butts/matches/lighters and other easily flammable trash.
10.4. Prohibited: bringing/storing weapons, explosives, ammunition, radioactive/dangerous materials, flammable/explosive mixtures, chemicals.
10.5. Prohibited: holding meetings/rallies for political, religious or other propaganda.
10.6. Prohibited: activities banned by the legislation of the Kyrgyz Republic.
10.7. The Administration may prohibit events in the common area at its discretion.
10.8. Prohibited: creating obstacles/barriers in the Space.
10.9. Prohibited: anti-advertising and calls for boycotts of goods/works/services.
10.10. Prohibited: installing personal wireless Internet access points without approval; using devices that interfere with the Space network.
10.11. Prohibited: requiring TECHNOPARK to provide protection measures against competition.
10.12. Animals are allowed only in compliance with the regulatory requirements of the city of Bishkek.
10.13. Without written approval of the Administration, it is prohibited to: collect donations/hold lotteries; conduct advertising/marketing actions; use TECHNOPARK symbols/design elements/names/marks; place signs/placards; install vending machines; use electrical appliances exceeding network capacity; conduct commercial photo/video shooting.
11. Conference Rooms (4–20): Booking and Cancellation11.1. Booking is via the System; bonus usage is possible if provided by the tariff/agreement.
11.2. Under tariffs —
100% prepayment (MBank to Technopark account / bank transfer / POS at reception).
11.3. Cancellation for 4–20 rooms:
— more than 24 hours: no penalty;
— less than 24 hours: 50% penalty;
— less than 2 hours: 100% penalty.
12. Space Usage Procedure 12.1. KitchenIt is prohibited to leave dirty dishes/food or soil appliances/surfaces (fine
KGS 1000). It is prohibited to take others’ food/dishes or store expired food. On Sundays the Administration disposes of unlabelled/spoiled/causing inconvenience products. Strong odors, disassembly/moving/self-repair of equipment, and unsanitary conditions are prohibited; damage is reimbursed.
12.2. Open Space (Workstations)Service term is fixed in the System; daily/monthly periods run until
23:59 (Bishkek time) per tariff rules. Prohibited: paper advertising/branding without approval; large/visually disturbing items on desks; noise/loud conversations/sound without headphones; mini-meetings/trainings/filming in open space without approval; sleeping or using furniture not for its intended purpose (except rest zones/sleep capsules).
The Resident must maintain silence/cleanliness and reimburse any damage. Repeated silence violation within a day — fine
KGS 1000; systematic violations may lead to access restrictions/termination. Personal items may not be left on unassigned desks; the Administration may move them to reception (storage up to
30 days). Refund upon отказ — by application at reception with
10% deduction for transaction costs.
12.3. Conference Rooms (4–20)Booking via
Spacebring or reception; hourly payment. No-show — payment not refunded. Fireworks/confetti/poppers and other explosive devices are prohibited. The room must be vacated on time; overstay entails liability for losses/damage; silent extension may apply if there is no request to vacate. Keep clean and follow noise limits; food/drinks allowed only if cleanliness is maintained. The Administration may terminate use early for violations without compensation.
12.4. Event Zones (“GO”, “Flutter Amphitheater”, “Meta Hall”, “Foyer”, Terrace)Advance booking; minimum 1 hour; hourly payment; tariffs on the website. No-show — no refund. Fireworks/confetti/poppers are prohibited. At least 24 hours in advance provide event details (purpose/topic/schedule/participants). Access must be granted to TECHNOPARK representatives for compliance checks. Smoking is allowed only in the designated area on the Terrace.
12.5. Booking/Cancellation/Payment for Event Zones and CateringEvent zones require
50% prepayment (booking confirmed only after payment).
Cancellation:
— no later than 3 business days: no penalty;
— less than 2 business days: 50% penalty;
— less than 1 business day: 100% penalty.
Catering requires
100% prepayment; cancellation terms/penalties are the same (3/2/1 business days).
12.6. Common AreaProhibited: obstacles/blocking passages/exits; advertising without approval; loud conversations/sound without permission; sleeping and long-term storage of items; damaging/moving furniture; photo/video of other persons and their workspaces without consent (except cases permitted by TECHNOPARK); musical instruments/loud audio without approval; aggression/insults/harassment and other breaches of public order. The Resident is responsible for Guests.
12.7. Serviced OfficesProperty must be kept safe by the Resident; headcount must match workstations unless otherwise agreed. Within 3 business days after signing, provide staff list and ID copies for registration and cards. Changes to design/signage/materials on glass/walls require approval. TECHNOPARK cleans offices independently with access at any time. Access for state services/authorized persons must be ensured. Commercial activities of third parties require approval.
12.8. Lounge ZoneQuiet rest; no noise; sound only via headphones; phones in silent mode.
12.9. LibrarySilence; devices on silent. Books belong to TECHNOPARK; return to shelves the same day; taking books outside is prohibited.
12.10. Restrooms and ShowersTECHNOPARK is not responsible for unattended items. Showers are for hygiene only. Washing feet in sinks is prohibited (fine
KGS 2000). Smoking/nasvay is prohibited (fine
KGS 2000, possible termination). Storing items in shower lockers is prohibited; left items are disposed of the same day.
12.11. Phone BoothsFree access; booking via
Spacebring. Use limit — up to 1 hour per day per Resident unless otherwise agreed. Prohibited: smoking/vapes/IQOS/nasvay (fine
KGS 2000, repeated violations may lead to sanctions up to termination), food/drinks, sleeping or misuse, blocking without booking/after booking ends, moving furniture/connecting devices without approval. Leave clean; report damage; reimburse losses.
12.12. Gaming ZoneFree access (including PS5). Careful use; damaging equipment is prohibited. PS5 is issued via reception after booking. Limit — 60 minutes per day. The Administration may restrict access for violations or when necessary.
12.13. CleaningCommon areas/open space/event zones/rooms/offices are cleaned by the cleaning provider. Residents must maintain cleanliness; if contamination/damage is caused by the tenant, costs are reimbursed (cleaning/dry cleaning/repair/replacement). Prohibited: storing trash/boxes/bulky items outside designated places; waste only in containers; do not clog plumbing. Systematic violations may result in charges for extra cleaning and/or access restrictions.
12.14. Sleep CapsulesOnly for short rest
1–4 hours, 1 person. Silence; no smoking/eating/drinking; do not leave personal items; TECHNOPARK is not responsible for belongings. Violations — fine
KGS 2000 and/or ban on use.
12.15. Waste RemovalWaste removal is performed by cleaning services; bulky waste is removed by the Resident per clause 3.13.
12.16. SafetyComply with fire safety rules. At the end of the day switch off electrical appliances/lights and close doors. If signs of break-in/theft are detected, immediately notify the Administration for calling authorized bodies.
13. Fines13.1. Lost/damaged Card —

13.6.
KGS 1000 for: violation of silence; phone calls/mini-meetings in open space; trainings/filming in open space; leaving trash/dirty dishes; violations of child visit rules; placing items at workstations that breach Space design standards; turnstile violations (crawling under/jumping over/climbing fences/passing together/using force/letting others in with your card).
13.7. Turnstile breakdown due to the Resident — repair cost +
KGS 5000 fine.
14. Liability14.1. If Resident actions cause legal/rules/safety violations and damage, the Resident compensates losses to state authorities, the Administration, and third parties.
14.2. The Resident holds TECHNOPARK harmless from claims/litigation arising from the Resident’s presence and activities; if TECHNOPARK makes payments, the Resident reimburses within 10 business days.
14.3. The Resident is liable for actions of employees, counterparties, contractors, Guests and other related persons.
14.4. Fine
KGS 2000 for each violation unless otherwise established, plus compensation of losses.
14.5. For loss/damage/non-return of a Card —
KGS 500 per card.
14.6. For failure to return Cards upon termination (clause 9.10) —
KGS 5000.
14.7. Damage to premises —
KGS 5000 fine plus compensation of losses exceeding the fine.
14.8. Violations are confirmed by CCTV/inspection/complaints; fines are payable within 5 business days from the date of signing the violation act/demand.
14.9. TECHNOPARK is not liable for damage caused by third parties/accidents/lost profit and for Resident property, except items in Lockers.
14.10. TECHNOPARK may refuse access to and/or require violators to leave the Space.
15. Final Provisions15.1. These Rules apply to all Residents and Guests.
15.2. TECHNOPARK may amend these Rules unilaterally.
